EDIT: I guess I should actually respond to this somehow, for what it may be worth. Unlike some, I can remember not being able to read energy. Trouble is, that I don't remember ever having to learn how, either. Some things have just popped for me in my life. It's a little like getting a brand new manga- you don't get it a page at a time, but all at once, reading the night away and getting all that new plotline inside your skull. So yeah, not much help at all, really.

You start with stones, thats easy enough. It is a pendulum specifically made for reading chakras and it will "react" when a chakra is out of proportion as you bring it down the line. I don't know of a book that explains it though. There are many ways to read your own, but I don't know many methods of reading others.

You can also get a good book on them, learn their colors and basic meanings and meditate on them. You'll pretty much feel or see a chakra and will be able to tell if it's out of balance...say if it looks blackish or isn't spinning. Basically all you need to do to cleanse your chakras is send them energy...which isn't as easy as it sounds and I dont' think it works for everyone, but it's what I was told. For reference, from root (base of the spine) to crown (top of the head) chakra, it goes ROYGBIV with respect to color, just like a rainbow <!-- sSmile --><img src="{SMILIES_PATH}/icon_e_smile.gif" alt=":)" title="Smile" /><!-- sSmile -->
