Banners?

I wasn't entirely sure where to post this inquiry, but I'm terribly curious.

Who's been designing/making the various signature banners I keep seeing around the forum? They're absolutely beautiful, and I admit to being highly envious. ^_^ Is it a mark of distinction that particular people have been on/around otherkin forums long enough to earn one? Or is it simply someone making banners per request?
