Not in the slightest. It matches none of the classical descriptions of any Angel, death or otherwise. Sounds like random UPG at best, or anime at worst.

Agreed. I know someone will probably wangst about me underestimating Angels and all, but... nearly 110 people die every minute, that's almost 2 a second. That's just humans. An estimate 266,400 animals are killed every minute just for food. (No, this isn't a vegetarian thing, I had bacon wrapped porkchops for breakfast, just stats on food animals are easier to track) Then wild animals on top of that. Then the fact that we're limiting this idea to Earth...
Seriously though, even two people a second is a lot to handle. Perhaps this is why in some traditions the Angels of Death either worked for "tribes" or other groupings, or there were a lot of them underneath some chthonic figure. Anyways, where the Angel of Death (which one?) fits into the hierarchy, and the singular nature of them is neither here nor there, so probably should limit the derailment.
